FedBizOpps Request for Information Notice - Research on Applications for the Environment: Real-Time Information Synthesis (AERIS)
This is a Request for Information (RFI). It is NOT a solicitation for proposals (RFP) or proposal abstracts. The purpose of this request is to obtain information from the public sector, private sector and academic communities, for planning purposes, on:
- Intelligent Transportation Systems (ITS) applications that can make use of IntelliDrive data and resources to improve environmental performance;
- Capture and management of realtime IntelliDrive data relevant to environmental applications development and performance measurement; and
- Evaluation techniques, performance measurement, and technologies to capture environmentally-relevant data.
Unless information submitted in response to this RFI is marked proprietary, it will be made publicly available on the AERIS (Applications for the Environment: Real-Time Information Synthesis) website (http://www.intellidriveusa.org/research/aeris.php) so that valuable research information is easily accessible and proactively shared among the public and private sectors and academic communities.
The Government will make every effort to protect information that is marked as Proprietary. All information obtained as a result of this RFI, whether proprietary or not may be used by the U.S. Government for program planning on a non-attribution basis.
Responses to this request are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Market Penetration Analysis for VSC-A Safety Benefit Opportunities Estimation
This market penetration analysis has been developed to support the Vehicle Safety Communications - Applications (VSC-A) Safety Benefit Opportunities estimation effort. The VSC-A project, conducted under a cooperative agreement with U.S. Department of Transportation, involved the development of six prototype safety applications based on vehicle-to-vehicle communications.
The objective of this analysis is to provide an initial set of supporting information and offer a range of estimates of potential U.S. light-vehicle market penetration of VSC-A on-board equipment over the anticipated deployment period. The level of detail considered for this analysis is a national-level estimate. The specific vehicle market being examined is light vehicles, specifically passenger cars and light trucks, which account for the substantial majority of relevant crashes.

The ITS JPO seeks ideas about how to use Dynamic Mobility Applications
As part of the IntelliDriveSM Dynamic Mobility Applications Program, the U.S. Department of Transportation (U.S. DOT) is soliciting ideas for transformative applications that would leverage IntelliDrive SM data and communications capabilities to improve the performance of the transportation system and to improve the nature, accuracy, precision and/or speed of dynamic decision making by transportation system managers and travelers. Dynamic Mobility Applications are real-time monitoring and management tools enabling transportation system efficiency and mobility between and across modes (of freight, transit, and passenger vehicle).
U.S. DOT would like to hear from you about how wireless applications linking travelers, vehicles, transportation management systems and other infrastructure can provide safe, reliable and secure transport of people and goods. Any and all suggestions would be helpful to this program. Share your ideas by completing the Dynamic Mobility Applications Program template by July 31, 2010.
A template has been created for stakeholdersto submit ideas for development of future transformative applications to improve Intelligent Transportation Systems. The blank template, instructions and a sample completed template for reference is available online at: http://www.its.dot.gov/intellidrive/app_template/DMA_template.htm.
Your responses can be submitted online or sent to [email protected]. Also, see the notice about the upcoming Webinar to introduce and explain the template.
Responses from the template will be made available by fall. Workshops and other interactions with stakeholders will provide further review and prioritization of the candidate applications into the spring. U.S. DOT will consider all applications in conducting benefit cost analyses and estimations related to mobility and IntelliDriveSM in seeking to reach a decision regarding the implementation of IntelliDriveSM.
Additionally, based on the stakeholder reviews and prioritizations, a subset of applications that enable the community to test technical and policy issues related to data use, communications and impact to the operations of the transportation system will be moved into prototype development. Open competitive procedures will be used for the prototype applications to be developed by U.S. DOT, but the entire list of community interests will be available to industry, academia and others so that they may pursue development of applications that interest them.

IntelliDrive(SM) Enabling Devices with DSRC Workshop
The workshop was held on May 6, 2010 following the closing plenary session of the ITS America 20th Annual Meeting & Exposition at the Hilton Americas in Houston, TX from 1:00pm - 5:00pm CST. The workshop was open to all interested parties in the automotive, telecommunications, consumer electronics, and other industries. It attracted over 60 participants, including device manufacturers, applications developers, and industry representatives. USDOT has released a new White Paper titled, Scope of the Smart Roadside Initiative.
This white paper details the United States Department of Transportation's (USDOT)'s current Smart Roadside Research in terms of its scope, objectives, functions and its relationship to IntelliDriveSM. This paper will help identify for the USDOT management and its transport industry partners the appropriate activities and corresponding resources for Smart Roadside.

IntelliDrive(SM) Policy White Paper Released
USDOT has released a new Policy White Paper entitled Achieving the Vision: From VII to IntelliDriveSM.
The White Paper explains the major strategic issues that drove the development of its current plans for IntelliDriveSM research, and explains how, and when, the research results will enable decisions regarding the future development of IntelliDriveSM capabilities.

USDOT's ITS Strategic Research Plan 2010-2014 Online
USDOT has posted a Fact Sheet and Executive Summary of its forthcoming ITS Strategic Research Plan at
http://www.its.dot.gov/strat_plan/index.htm. The document outlines how USDOT plans to allocate research funding over the next five years, and assumes that USDOT's ITS research program will receive the same level of funding as previous years - $100 million per year for five years. In 2010, up to $77 million will be dedicated to multimodal research and an additional $14 million to technology transfer and evaluation. IntelliDriveSM research comprises $49 million of the multimodal research funds.
USDOT expects to release the full ITS Strategic Research Plan in May 2010.

The IntelliDriveSM architecture is currently being developed to assure anonymity and untraceability through the technical security architecture. This paper reviews the extent to which anonymous, untraceable communications by design (as opposed to through regulation, policies, and procedures) is required by the current VII Privacy Policies Framework, and then discusses the complexity, deployability, and utility implications of attempting to provide such communications in the IntelliDriveSM program.
