Two IntelliDrive(SM) Pooled Fund RFPs Released
As part of the national IntelliDriveSM Pooled Fund Study entitled "Program to Support the Development and Deployment of Infrastructure IntelliDriveSM Applications," RFPs for two IntelliDrive applications were issued on December 4. These applications are: (1) Pavement Maintenance Support Applications; and (2) Investigating the Potential Benefits of Broadcasted Signal Phase and Timing (SPAT) Data.
Pooled Fund Studies are financed jointly by State highway agencies that share a common interest in a research topic.

MTC White Paper on Hot Lane Operations Available Online
IntelliDriveSM Technologies to Support HOT Lane Operations: A White Paper has been posted online by the Metropolitan Planning Commission (MTC), which is the regional planning organization for the San Francisco Bay Area.
MTC plans to analyze and test the feasibility and potential value of using IntelliDriveSM technologies to support high occupancy toll (HOT) and express lane operations. MTC sponsored a stakeholder workshop on HOT Lanes on Oct. 21st. To view audio and video recordings from the workshop, go to

AASHTO Standing Committee on Highways Endorses IntelliDrive(SM) Strategic Plan and Investments
AASHTO's Standing Committee on Highways (SCOH) formally endorsed the AASHTO IntelliDriveSM Strategic Plan, and "the investments required to advance the program toward a deployment readiness"at its annual meeting Oct. 24 in Palm Desert, CA. The full text of the resolution is reprinted below:

Title: Recognize IntelliDriveSM's (formerly called VII Program)
Potential to Provide Substantial Benefits in Safety and Mobility
Recognizing the Importance of AASHTO's Role in Providing National Leadership
WHEREAS, The members of the SSOM and SCOTE discussed the AASHTO IntelliDriveSM Strategic Plan at the joint meeting in June 2009
WHEREAS, The IntelliDriveSM Policy Leadership composed of AASHTO, the USDOT and the Automobile Industry adopted a statement of support for IntelliDriveSM through deployment in May 2008
WHEREAS, A group of states has provided technical and policy input since 2004 and several states have conducted research, demonstrations and evaluations
WHEREAS, the consensus of the participating states: is that IntelliDriveSM offers great promise in enhancing safety and enhancing mobility:
WHEREAS, the USDOT and AASHTO have committed to a developmental program with the clear intention of deployment
WHEREAS, the program's success depends on leadership and long term commitment from AASHTO; now, therefore, be it
RESOLVED, that the SSOM and SCOTE endorses the AASHTO IntelliDriveSM Strategic Plan and recommends that the SCOH and BOD additionally support the Plan and the investments required to advance the program toward a deployment readiness; be it further
RESOLVED, that SSOM is the key subcommittee under its charge statement and will monitor progress and provide advice on application development, deployment and operational strategies.

AASHTO Releases RFP for IntelliDrive(SM) Deployment Analysis
The American Association of State Highway and Transportation Officials AASHTO has released a Request for Proposals (RFP) for the IntelliDriveSM Deployment Analysis.
Technical or contractual questions about the contents of this RFP are due by close of business Nov. 30, 2009 to the attention of Mr. Strat Cavros, AASHTO Contract Administrator, at [email protected]. AASHTO will strive to answer questions and post those answers on the AASHTO and IntelliDriveSM websites as an Amendment to the RFP by Dec. 7, 2009.
Offers (proposal submissions) must be sent by email to Mr. Strat Cavros no later than 4pm Eastern Daylight Time, Dec. 30, 2009. AASHTO expects to select a contractor by the end of February 2010.
AASHTO has released Amendment #1 to the RFP. This amendment includes a scope of work for a companion deployment analysis that is being conducted by the U.S. Department of Transportation (USDOT). The USDOT deployment analysis is referenced in Section C (Technical Description) of the AASHTO RFP.

FHWA Schedules Pre-Proposal Conference for Michigan Test Bed
The U.S. Department of Transportation (USDOT) Federal Highway Administration (FHWA) released a request for proposals (RFP) on Nov. 10 for Michigan IntelliDriveSM Test Bed Operation and Maintenance. A pre-proposal conference will be held in Livonia, MI Nov. 19 and 20. Proposals are due Dec. 18.
The Scope of Work of this contract includes:
Operation, management, and maintenance of the Test Bed for use by organizations and researchers in both the public and the private sectors;
Assisting the Government in prototyping and testing new or revised IntelliDriveSM-related standards; and
Enhancement and/or modification of the Test Bed.

USDOT GOALS
The USDOT has three major goals for the IntelliDrive Test Bed. These are:
- Make the Test Bed an effective facility for continued research, testing, and demonstration of IntelliDriveSM concepts, standards, applications, and potential products usable by both the public and the private sectors;
- Evolve the Test Bed into a precursor of the nationwide IntelliDriveSM deployment by establishing an implementation model of the overall IntelliDriveSM system that works and demonstrates the effectiveness and value of the IntelliDriveSM system; and
- Transfer the Test Bed to non-Federal control, for possible use either as a certification facility or as the foundation for an actual regional deployment of IntelliDrive capability.

Two RFPs to be Released from the IntelliDrive Pooled Fund Study

Web Meetings Scheduled for Roadway Geometry and Inventory Trade Study
Stakeholder Invitations are being sent this week for web meetings for the Roadway Geometry and Inventory Trade Study for IntelliDriveSM Applications. The web meetings are scheduled Nov. 9-20, 2009. Multiple meeting times are being offered to accommodate the schedules of all the stakeholders.
The study is being conducted for the Federal Highway Administration by Cambridge Systematics, Inc. in association with FreeAhead, Inc. The goal of the project is to conduct a comprehensive investigation of current and emerging sources of roadway geometry and inventory data, including both commercial and public databases, as well as technologies and methods for collecting information. The web meetings are a forum for stakeholders to provide input on a preliminary list of potential information needs to be considered in the trade study.

AASHTO To Issue RFP for IntelliDrive(SM) Deployment Planning
At today's IntelliDriveSM Working Group meeting in Detroit, AASHTO announced it will issue an RFP before the end of the year for contractor assistance in development of an AASHTO IntelliDrive deployment plan that will implement AASHTO's IntelliDriveSM Strategic Plan.
